Zoning Grants Available Through the Department of Development
Zoning and comprehensive planning are critical to the growth and stability of Ohio townships. To support these efforts, the Ohio Department of Development is offering $1.5 million in funding through its Housing Technical Assistance Program, an OTA legislative priority included in House Bill 315 (135th G.A.). Grants will be given to local governments to modernize any aspect of zoning regulations and comprehensive plans.
A letter of support signed by the board of township trustees of the applying political subdivision must be included with all submitted applications. Eligible applicants may apply under one of the following categories:
- Contracting/Consultation for Comprehensive Plan Updates: For hiring an external contractor to revise and update a community’s comprehensive plan.
- Contracting/Consultation for Zoning Revisions: For hiring an external contractor to conduct zoning revision work.
- Internal Comprehensive Plan Updates: For townships that will complete comprehensive plan updates using existing staff and resources.
- Internal Zoning Revisions: For zoning updates completed internally by township staff using existing resources.
Costs incurred before the grant agreement start date (April 22, 2025) are not eligible for reimbursement.
Grants will be awarded based on demonstrated need and geographic distribution across the state. Applications will be accepted from April 22 to May 16, or until the total funding requests reach $2 million. Applications are reviewed on a rolling basis as they are submitted.
