Ohio Township Association Applauds Passage of HJR 8, Public Works Reauthorization

Columbus, Ohio – The Ohio Township Association is pleased to see House Joint Resolution 8 (HJR 8) was passed by the General Assembly. HJR 8 will head to the Secretary of State’s office to place the renewal bond issue on the May 6, 2025, ballot.

The passage of HJR 8 marks a critical step toward ensuring the renewal of the State Capital Improvement Program (SCIP), which is vital for maintaining Ohio's infrastructure. 

HJR 8 increases annual funding of the Ohio Public Works Commission program by $50 million, bringing the total funding to $250 million. Having the issue placed on the May ballot is crucial to prevent any delays in the program.

“From daily commutes to stormwater collection, Ohio’s infrastructure supports essential functions of our state,” said OTA Executive Director Heidi M. Fought. “Roads and bridges are prime examples of the crucial components that keep Ohio operating smoothly. By supporting the SCIP renewal, Ohio’s townships can continue to address critical infrastructure needs. Many township projects funded through SCIP improve road safety, such as high vehicular crashes or intersection and sight distance impairments. With responsibility for 41,000 miles of road – more than counties, municipalities, or ODOT – Ohio’s townships rely on SCIP to maintain safe and efficient roadways.”

A healthy and comprehensive infrastructure is essential to continued economic development in Ohio. The OTA looks forward to working with the 136th General Assembly to ensure the 35 percent of Ohioans residing in the state’s 1,308 townships receive a more equitable share of the allocated funding.
